Agenda for 2-2-16 Highland Supervisors Meeting

The Highland County Board of Supervisors will hold its regularly scheduled meeting on Tuesday , February 2nd, at 7:30 pm, at the County Modular Building on Highland Center Drive.


The meeting will open with a report from Sarah Rexrode, Director of Social Services, on the Department’s activities for the month of January.


Following this, the Board will take up items for review, discussion and/or action. These include:

  • Ratify a Declaration of Local Emergency due to a winter storm for

the period of January 22 – 25


  • Approve contract with Wingate Appraisals for new construction assessments for year 2015 building permits and land divisions


  • Authorize County Administrator to proceed with insurance renewal

for property, vehicles, liability, workers’ compensation and line of

duty with VACorp Insurance


  • Review a request from Grayson County for support of its official

position on the impending measures imposed by Attorney General

Mark R. Herring to revoke concealed handgun permit recognition

from 25 reciprocal states effective February 1, 2016


  • Review a request from the Highland County Recreation

Commission to appoint Brian Moyers to fill a vacant term ending

December 31, 2018


  • Review a request from the Local Emergency Planning Committee to appoint David Neil, Sheriff, for a term ending September 30, 2018 and Scott Smith, WVLS Radio, for an unexpired term ending September 30, 2016


  • And discuss scheduling budget work sessions as follows: County department heads from middle to end of February; Agencies and organizations from first to middle of March


Following these items, the County Administrator will give her report, which includes:

  • Weldon Cooper Center Population Estimates
  • Letter from Chamber of Commerce regarding closure of

North Water Street for Maple Festival

  • And Monthly Revenue and Expenditure reports


The consent agenda will be addressed, and there will be time allotted for Board and open public comment. The meeting will end with closed meetings, if necessary.

Scott Smith is the General Manager for Allegheny Mountain Radio and Station Coordinator and News Reporter for WVLS. Scott’s family has deep roots in Highland County. While he did not grow up here, he spent as much time as possible on the family farm, and eventually moved to Highland to continue the tradition, which he still pursues with his cousin. Unfortunately, farming doesn’t pay all the bills, so he has previously taken other jobs to support his farming hobby, including pressman/writer for The Recorder, and Ag Projects Coordinator for The Highland Center. He lives in Hightown with wife Michelle and son Ethan. In his spare time, he wishes he had more spare time, especially to ride his prized Harley-Davidson motorcycle.
